CIVITAS poses the most fundamental question in the series: what happens when the institutions meant to enforce international norms are structurally paralysed — because the powers most interested in their paralysis sit on their governing body?
The concept addresses the governance architecture itself, not a specific threat. It is the only concept in the series that has a precondition not yet met: credible European unity. The concept will appear when that condition is more mature than it is today.
